What do Inspectors think of FrameUp?

'The use of data in decision-making, a weakness at the previous inspection, is now good. There is a clear focus on learners' progression through the components of apprenticeships that provides information managers can use to improve performance. The management information system provides monthly reports that are used in staff meetings to clearly show the progress of the entire body of learners, with a focus on timely progression through all parts of the framework. The reports also show the performance of individual assessors. The director of training uses reports to look at individual employers and the performance of their learners. Potential problems are visible and are picked up at an early stage, Data analysis has helped CTL to identify the learners most at risk of leaving, so that the number of early leavers can be managed. The information collected on learners' gender, ethnicity and additional learning or social needs is used to review recruitment targets and the support given to learners.

CTL's monitoring system identifies very effectively where learners are on programme in relation to where they should be,'

Chiltern Training Limited

'Management of training at JACE is outstanding.  Managers and staff have an exceptionally thorough understanding of the organisation's performance and activity. Very good monitoring systems and efficient reporting mechanisms give assessors, trainers and managers a clear picture of each learners' progress through their qualifications.  Learners have a very good understanding of their progress.'

'The data held centrally by JACE is used effectively to monitor learners' progress.  The management systems provide a comprehensive record of the current progress being made by learners on all component parts of their programme,  JACE's managers receive a good range of well-presented reports to monitor the performance of each learner, assessor and intake.'

‘There are very effective systems for monitoring learners' progress.  Returns from the central information system provide information about the percentage of the framework which the learner has achieved.  This information is also produced on a bar chart and is usually shared with learners and employers.  Learners find that it helps their motivation.  It is used effectively in the planning for assessment and for individual action planning.

'The on-line system for tracking and monitoring of learner progress in WBL is good. All assessors have remote access to the system so can keep progress records up to date easily. Managers make good use of the system to identify issues of concern and take appropriate actions. Good use is also made of a traffic light system to identify students at risk of not achieving.'

Myerscough College (AAV Visit)

'A new database was introduced in September 2005 which produces, for each learner, the correlation between the percentage of the qualification achieved and the percentage of funding remaining.  This is used regularly by training officers and sector managers to monitor learners' progress.  The information generated by the system routinely provides data on equal opportunity and diversity for consideration and action by managers.'

'PTP has paid particular attention to the good use of achievement data and has used the new learner achievement system to set targets.'

A Leadership and Management strength - 'comprehensive data management'.

               Performance through People

'The company has recently invested in computer software to monitor learners' progress.  Managers are now able to identify the number of units that learners have completed and the proportion of the qualification that they still need to complete.  The company carefully records and regularly updates the learners' progress towards achievement of key skills units and the technical certificate.  Managers use this information effectively to identify learners who are making slow progress and to implement action to improve their performance'.

      Milltech Limited

‘Over the past year, a new system has been introduced and although now effective, it is constantly being improved. It is fit for the purpose, simple to use and understood by all company staff.’

‘The new system has been very effective in improving the progress of new learners and the volume of apprenticeship framework elements completed.’

'The management information system allows assessors to monitor learner progress effectively and have a clear picture of the progress their learners are making. A traffic light system accurately identifies learners who have fallen behind or have personal issues affecting their progress'

'Apprenticeship and Train to Gain programmes are planned well and very effectively monitored using an impressive management information system.'

'Support from WBL Resources has been second to none. Any issues both in terms of programming or functionality are dealt with on a professional basis. They seem motivated by any challenge to improve the system to cater for any requirements that providers may want from the system. A system is only as good as the support that comes with it and I can't fault the support.’

Paul McGrail, Myerscough College

‘OfSTED were pleased to see that we had an effective tracking system’
Martin Grubb, CTC Kingshurst Academy

The range of reports is good, the overall and timely success rates reports are excellent and we use these on a monthly basis to keep track of where we are and for profiling future success rates.’
